How does my Compass Prepaid MasterCard work?
Your new Card is a Prepaid MasterCard card that you can use anywhere MasterCard is accepted worldwide, including ATMs. Certain exclusions or conditions may apply. Consult the Cardholder Agreement and these FAQs for information on how to get the most from your new Card. Your Prepaid MasterCard card works exactly like a traditional MasterCard card, except that your Card does not carry a credit line. Rather, you pay as you go by pre-paying the amount you wish to spend.
 
Life of Card (Expiration Date)
Your Card is good for at least two years from the date of issue so long as you maintain a balance of over zero dollars. However, if your Card has a zero balance for 60 continuous days, then your Card will expire at the end of that 60 day period even if this is sooner than two years. Once your Card has expired for any reason, it cannot be renewed or reloaded. We will send you a new card before the expiry date if your card has a minimum balance of US $100.00. If it does not we will contact you to ensure that you load a minimum of US $150.00 onto your Card.
 
Reloading Value to Your Card

After you have activated your Card you may add more money to your Card by following the instructions for sending funds to us outlined in the loading and reloading instructions.

IN ORDER TO ENSURE THAT YOUR FUNDS ARE LOADED PROMPTLY TO YOUR CARD, PLEASE BE SURE TO INCLUDE WITH THE REMITTANCE ADVICE THE LAST 8 DIGITS OF YOUR CARD NUMBER, YOUR NAME AND YOUR BIRTH DATE.

There may be a delay between the time you initiate the loading procedure and the time the value is loaded to your Card. This delay is a result of the clearing rules of the bank or organization transmitting funds and is beyond the control of the Issuer and Hallmark Bank & Trust Ltd.. Every effort will be made to ensure that funds are promptly loaded to your Card once we have confirmed receipt. In addition, there may be fees associated with the particular method of loading you chose. These fees are your responsibility and only the actual amount received by us will be credited to your Card. A load fee as set out in the Schedule of Fees and Charges will also apply whenever a payment is loaded to your Card. You will not be able to add more money to your Card once the Card has expired or your account has been closed.

 
Card Exclusions and Limitations

Recurring Transactions:
Prepaid cards are not ideal for recurring transactions. "Recurring Transactions" are transactions that are automatically charged to your Card each month with or without your knowledge. Examples of merchants that may use recurring transactions include Internet Service Providers, Health Clubs, Insurance companies that automatically charge monthly premiums to your Card, "Book of the Month Club" type merchants, Cable TV services and the like. Because your Card is prepaid and does not carry a credit line, merchants may suspend or cancel your service if you don't have enough money left on your Card when that recurring transaction comes due. This could be dangerous if the recurring charge is for an essential service.

Open End Transactions:
There are certain types of merchants that sell goods or services where the final amount they will charge to your Card is unknown at the time they first authorize your Card. Typical merchants in this category include rental car companies, hotels, Internet service providers, certain time-based or variable cost merchants and others where the final purchase amount is not known up front. Therefore, your account may be "authorized" or "have money held" for more than the actual amount of the purchase until the final transaction is complete-meaning that those "authorized dollars" are not available for you to spend elsewhere. Other merchants will accept prepaid cards, but only under special rules or policies that may cause your Card to be declined. Furthermore, transactions at certain merchants that authorize high dollar amounts, especially rental car companies and hotels, may cause an "authorization" or a "hold" on your available balance for up to 90 days-meaning you won't have access to the authorized dollar amount of these funds during that entire time. This is done to prevent fraud from credit card customers who may run up a bill higher than the amount first approved.

 
Can I use my Card to rent a car?

Your prepaid card may be used to rent a car, but because a rental car is an "open end" transaction (see open end transactions in this FAQ section) your card will require a much higher available balance than the actual cost of the rental car. How much more will depend on where you rent the car, but our recommendation is that you have at least an extra US$250. For example, if the cost of your rental car is US$100, you should have at least US$350 on your card in order for the transaction to be approved. Furthermore, these funds will be held until the car is returned and the transaction is posted to your statement-meaning that you may not have access to these funds for perhaps as long as 90 days. For this reason, we do not recommend using your card to pay for rental car transactions unless you are planning to have the car for a very short period of time and you won't need to use the extra money on your card for a couple months. To avoid problems when you rent, our advice is to first call the rental car company and ask them what their policy is regarding the use of prepaid cards and debit cards.

 
How long does it take to get my new card?

Your new Compass Prepaid MasterCard will arrive within seven to twelve days after we receive the funds necessary to process your Card. Your PIN number (the personal identification number you use at ATM machines) will arrive at your home via first class U.S. Mail three to four days after your Card. If you haven't received your Card or PIN within this amount of time, please call customer service immediately at 1-649 941-5191 or by email at compass@hbtl.tc

 
Do you offer rush delivery?

Yes. You may request rush delivery when you first request your new account. When you select this option, your new Card will be sent via overnight courier the next business day after your Card is processed. You will be responsible for courier costs of minimum US$50.00 for rush delivery of the card and minimum US$50.00 for rush delivery of the PIN.

 
How old do you have to be to obtain the Card?

You must be 18 to get a Compass Prepaid MasterCard. However, anyone at any age can use this Compass Prepaid MasterCard if so authorized by the cardholder. Your Card may not be accepted at certain merchants not legal for minors such as Internet gambling sites.

 
What if I have bad credit? Can I still get this Card?

Yes.




 
Does buying or using this Card build my credit rating?

No. This Card is not a credit card. It is prepaid. Because no credit is granted and no payments are required, this Card does not build credit history.



 
Is This Card Anonymous?

No. The cardholder's name will be embossed on the Card and the cardholder's personal information will be kept on record. We are committed to your financial security. Personal information provided by the cardholder during account set up will be verified.

 
How can I get an additional Card to give to a friend or family member?

This option is not available. Each cardholder must apply separately for a Compass Prepaid MasterCard.



 
Can I withdraw cash from ATM machines and banks with my Compass Prepaid MasterCard?

Yes. You will receive your four digit PIN (personal identification number) within three to four days after receiving your Compass Prepaid MasterCard in the mail. At that time, you can use that PIN to access ATMs. ATM transaction fees apply. You may also use your Card to obtain cash at banks and other non-ATM teller services without a PIN number using only your Compass MasterCard and a valid form of ID.

 
How do I check the available balance?

You may check your balance online 24/7 on www.compassmastercard.tc or, you may call customer service at 1-649 941-5191 during our business hours of 8:30 a.m. - 5:00 p.m. EST Monday to Friday.


 
How can I check my transaction history?

Are there limits on how much money I can put on my Card?

No. However the Issuer reserves the right to impose limits upon notification.




 
Can I spend more money than I have on the Card?

No. But, sometimes a merchant will make a mistake and accept your Card even though you didn't have enough money on it. Should this happen, you are responsible for this payment and an overdraft penalty fee will be assessed. Please refer to the Cardholder Agreement for more information.

 
What if someone steals my Card or uses it without my permission?

You should treat your Card as if it were cash. Guard the account number the same way you would cash or any credit card. If you lose your card, believe it to be stolen or that it is being used without your permission, you must immediately contact us at 1-649 941-5191 or email us at compass@hbtl.tc or report the lost or stolen card on our website or to the local office of MasterCard Worldwide. We will cancel your old Card, transfer the remaining balance to a new Card and then mail it out to you at the address on file.

 
What if I return merchandise?

Internet and store merchants credit your returns back to your Compass Prepaid MasterCard as they would any other MasterCard purchase.



 
What do I do with the Card after I've spent the money?

Your card can be reloaded as many times as you wish until it has expired. See "Loading Value to Your Card" for more information. If you throw it away, make sure you destroy the card completely before discarding. Should someone find the card in the trash and use it for fraudulent transactions, you could become a victim of identity theft or financial fraud.

 
What if I decide I don't want the Card anymore, can I get my money back?

You may request a liquidation of your account by calling customer service at 1-649-941-5191. There is a 6 month holding period on closed accounts for any outstanding transactions that may process. A $5.00 per month dormancy fee may apply.

 
Can I have more than one Compass Prepaid MasterCard?

No.




 
I bought something for X amount of dollars, but my balance is only down by $1. Why?

Many website and phone merchants will do what's called "a dollar authorization." This means that they check to see that your account is valid by holding $1.00 until they ship your merchandise at which time they'll charge the full amount.


 
I bought something but my balance doesn't show any money being taken off. Why?

Many website and phone merchants will do what's called "batch authorizations." This means that they will take a bunch of orders over a period of time and then submit them all at once for authorization from the credit card issuers at some later time. So, when your Card is approved at that time, then you'll see your balance decline by the purchase amount.

 
I bought something online and it said that my Card was OK, but then they e-mailed me later and said my Card had been declined. Why?

Many website and phone merchants will do what's called "batch authorizations." This means that they will take a bunch of orders over a period of time and then submit them all at once for authorization at some later time. So, at first, they tell everyone that their Card was approved. But, then when they submitted your Card for approval later, they found out that it was declined.

 
I bought something from a website, but they never took the money off my Card. Why?

The reason is that most websites only charge your account when the merchandise is shipped, not when it is ordered. So, let's say you bought something that was out of stock. The merchant may not charge your account until they ship your merchandise a few days (or weeks) later.

 
I bought something for X dollars, but more money than X was taken off my account. Why?

Some merchants or credit card companies will "authorize" or "hold" more money than the actual final purchase price. When they do this, your available balance will decrease by the "authorized amount" until the merchant posts the final transaction amount to your statement for the correct amount. This doesn't mean the money is gone, it simply means the money is being held until the purchase is complete. (See "open end transactions" in this FAQ section) In general, these "holds" will drop from your account after the final purchase has been posted to your statement. However, if this isn't the case, or if when you check your statement you see that you were actually charged more money than you were supposed to, please call customer service at 1-649 941 5191 or contact us by email at compass@hbtl.tc and we will investigate the error at no charge.
